This is actually a scout plane rather than a fighter plane. It was badly underpowered for use as a fighter but this helped with its range as a scout plane. This was the model float plane used as catapult planes on most US cruisers and battleships during WWII.

Pontoons on a Fighter Plane. I've rarely seen that.
