Civil Air Transport (CAT) was founded by Claire Chennault and Whiting Willauer in 1946, originally as Chinese National Relief and Rehabilitation Administration Air Transport. The owner of CAT was initially the Republic of China. In 1950, the American firm Airdale Corporation, a front for the US Central Intelligence Agency (CIA), took over control of CAT.
