Ian is right about the rank. Brigadefuhrer
rank was at first two oak leaves and a silver pip. In 1942, it was changed to three oak leaves and was the equivalent to a US

In 1942 the German Army started to use a new system of rank with camouflage uniforms.
The SS used the same system as the army, for its camouflage sleeve rank starting in 1943.
Looks like the officer is wearing the M43
Italian camo splinter pattern jacket.
The other officer is wearing the M36 uniform with dark green collar it was popular with both officers and enlisted men, but was phased out for the M40 both uniforms were in field gray. The officer behind is wearing a double breasted leather overcoat, his rank is unknown.
